Qualitative evaluation of the candidate headteachers: Interview and anonymous voting

Abstract

This article examines the qualitative evaluation methods for the candidate headteachers by forming a comparative analysis between the interview, which is an intertemporal evaluation tool, and the anonymous voting applied by Law 4327/2015. In particular, a primary qualitative survey was conducted with semi-structured telephone interviews with 43 participants from the 13 Regional Directorates of Education in order for the sample to be representative. According to the research findings, the anonymous voting failed to cure previous asymmetries, as it, de facto, reproduced peculiar interdependencies between voters and candidates, harmonizing with the transactional leadership. Therefore, it is necessary to reform the framework and the selection criteria for headteachers in order to select the most suitable and capable candidates.
